SEASIDE HEIGHTS – Should the borough swap 1.36 acres of beach with the owners of Casino Pier in exchange for beachfront land and a historic carousel?

The unusual proposal, which would pave the way for an expanded Casino Pier, was both praised and panned at a public hearing Wednesday, with most borough business owners backing the initiative.

'I'm in full favor of the expansion of Casino Pier,' said Tom Partyka, who owns three rental properties in the borough. 'My business has tanked since Sandy.'

But Stephen Melvin, who owns 3 Brothers Pizza on the boardwalk, said 'the deal stinks' and threatened legal action if it's approved.

'If borough property becomes available for sale, doesn't it have to go though the legal bidding process, so all who are interested have a fair and equal opportunity of acquiring it with the highest bid?' Melvin asked.

'We are only the guardians of Seaside Heights beach,' he said. 'We hold it for our children and their children's children. How can anyone think they can just give it away?'

Under the proposal, which must be approved by the state Department of Environmental Protection, Seaside Heights would give Casino Pier owners — the Storino family — 1.3 acres of beach located on the north side of the existing pier, between Sherman and Sheridan avenues.

In return, the borough would receive properties owned by the Storinos, including a beachfront parking lot between Sampson and Carteret avenues.

The borough would also receive the Denzel/Loof Carousel, built in 1910 and located in Seaside since 1932. The carousel would be the centerpiece of a museum to be located on the parking lot site. The Storinos announced last year their plans to sell the carousel at auction, saying the historic ride takes up too much room and requires too much maintenance.

Borough attorney George R. Gilmore said if the swap is approved, the Storinos plan to spend millions to install rides, such as a Ferris wheel and roller coaster, on the new portion of the pier.

'We're trying to find a way to draw tourists back to Seaside Heights,' Gilmore said. 'We are trying to recover from a loss of tourism.' The property on the pier's south side is privately owned, he noted, and the owner has not been willing to sell the land to the Storinos.

The borough's tourism industry has struggled to recover from two momentous events: superstorm Sandy, which destroyed part of Casino Pier in 2012, dumping the Jet Star roller coaster into the ocean, and a boardwalk fire in September 2013 that destroyed Funtown Pier in neighboring Seaside Park. 'We are a resort, we always have been a resort,' said Mike Loundey, a real estate agent with Seaside Realty who said he represents about 500 clients who own rental property here. 'Without exception, my clients are for this proposal.'

Wayne Cimorelli, who owns Coin Castle Arcade and Spicy's Mexican restaurant, said with the loss of part of Casino Pier and the Funtown Pier, there is not enough for families with children to do in the area.

'It's easy to be an obstructionist,' Cimorelli said. 'A rising tide raises all boats.'

Resident Andrew Tully said that while he knows 'the borough is in trouble because of Sandy,' he does not approve of the land swap.

'The situation we are discussing tonight will do nothing to help Seaside,' Tully said.

'The best part of Seaside Heights is our beach. Giving away a portion of it is a crime.'

Mayor William Akers said a planned beach replenishment project by the U.S. Army Corps of Engineers would expand Seaside's beach by 300 to 400 feet.

'If, in fact, even after the pier is built, you would have the same amount of blanket space as you do now,' Akers said.

The borough and the DEP will accept written comments on the land swap until May 20. Gilmore said while the portion of beach and the Storino land have been appraised, a value for the carousel must still be determined.

Gilmore said the borough has contacted the National Carousel Association to find an appraiser experienced with valuing carousels.

SEASIDE HEIGHTS -- A new roller coaster and 131-foot Ferris Wheel are coming to the expanded Casino Pier for summer 2017.

Casino Pier is being expanded onto the beach on the pier's north side after the state approved a controversial beach-swap plan with the borough.

The as-yet-unnamed roller coaster is a Eurofighter model manufactured by German amusement ride builder Gerstlauer, according to Maria Mastoris, the pier's marketing manager.

Seaside traded Casino Pier's owners, the Storino family, 1.36 acres of beach in exchange for the iconic 1910 Dentzel/Looff Carousel, which has resided in Seaside since 1932.

The borough also will receive a parking lot located between Sampson and Carteret avenues, where Seaside plans to build a pavilion to house the carousel and an amusement museum.

The Jet Star roller coaster, formerly located on the pier, was dumped into the ocean when superstorm Sandy sheared off the pier's eastern end in October 2012. The roller coaster in the ocean became one of the enduring images from the storm.

Seaside Mayor Anthony Vaz said he welcomes the new rides, which he hopes will lure more families to the borough.

Seaside officials have been working to rebrand the borough as a family destination in the wake of twin disasters: 2012's superstorm Sandy, which flooded Seaside and destroyed sections of Casino Pier and Funtown Pier, and 2013's boardwalk fire, which devastated the south end of the boardwalk and burned what remained of Funtown.

Borough officials and many business owners considered the expansion of Casino Pier vital to Seaside's tourism community, especially as it seems unlikely that Funtown Pier will be rebuilt.

Many spoke in favor of the beach swap at hearings the borough held on the plan.

But others argued that it was a bad idea to trade a portion of beach for a carousel that could be expensive to restore and operate.

In September, an Ocean County Superior Court Judge ruled against a Seaside man's contention that the Borough Council acted illegally when it voted in favor of the beach swap deal.

'This is an attempt to restore the local economy,' Judge Arnold B. Goldman said, before ruling in favor of the Storino family, which owns Casino Pier, and the borough, 'to create a tax ratable and to preserve a local iconic piece of the borough's history.'

Vaz said the business community realizes an expanded Casino Pier is needed to draw more tourists.

'The business community, as well as the property owners, all realize the importance of this new adventure,' he said of the new roller coaster and Ferris Wheel.

The roller coaster will carry riders at 45 mph along more than 1,000 feet of track. The roller coaster includes an Immelman turn, in which riders will make a half-loop and then exit traveling in the opposite direction, and a 360-degree 'heartline roll,' according to a Casino Pier press release.
